You *almost* mean Mediawiki's Category Tagging facility.  I don't think 
you can do boolean searches for multiple tags, but it will certainly
automatically build the index pages.

Well, it's questionable whether *all* of the data that came over from Moin 
actually got a complete edit in that time; I fell off after about a year or 
two, myself, so I'm not sure.

The hard part is handling versioning; users often don't upgrade until they
have no choice, and MW doesn't make it as easy as you'd like to maintain
multiple versions.

But yeah, more category tagging is probably called for...
