Not really at present in the Netherlands and I think most of Europe.
I'm at present investigating using oscam which I know on the other
side of the pool is forbidden, even to discuss. Also there are working
solutions, although limited, with CI/CAM under Linux.
And here analog cable, although with a limited number of channels, is
still around and will be for some time.
And I do still have PVR150/350/500 lying around.
But who knows how things will change.
