As power cycling of USB tuner sticks was suggested by hard reset of PC..
To avoid power cycling just to hard reset USB tuner sticks you could try
using:
usb_modeswitch -v VID -p PID --reset-usb -b bus-num -g device-num
You have to find VID, PID, bus-num & device-num from lsusb/dmesg etc..
YMMV but works with HVR-850..
