It depends on the signal coming out of the jack.  I have
personally seen the levels coming into residences all
over the place (-10 to +7 dBmv) (at the demark), and
I know that there is even larger variation out there.
Since you are unlikely to have one of those $5,000
cable test meters to test with, often the easiest way
is to let your cable modem tell you (because it
measures internally for its own use), and then you can
do the evaluation to determine if you need amps
(or even have to call the cable company to increase
the power if it is too low even with no splitters).
