Pixelation can have many causes (including vegetation, see fresnel zones),
but the older models also have issues with power supplies going sideways
(high ripple) which generate pixelation.  Before upgrading, try replacing the
power supply.

As for the newer models, they do have better tuners.  More sensitive and
able to do a better rejection of certain interference (the usual improvements
that occur in next++ generation silicon).  As with all else, those improvements
may have zero impact for your particular situation.
