I achieve this by marrying Plex Media Server with MythTV. I use
mythlink.pl to give my recordings meaningful names. The directory
structure from mythtv is visible to Plex Media Server, along with
additional collections of media that were not recorded over the air
(DVD RIPs, etc).
Plex Media Server has an off-line mode that allows you to select
content for off-line consumption. It works very well. For example, you
can select a TV series and say I want 10 episodes in low quality. Plex
will transcode the content and push it out to the device. As you watch
the media, Plex will replace the watched content with new once you
reconnect. Different content can be synced to each device. Their are
four iPads, three iPods, three Android phones and one Android tablet
within my household that consume content through Plex in one form or
another.
A Chromecast (if Internet is available) or Roku (if it is not) is used
to cast the content from a device to a TV if available (travelling to
hotels as opposed to camping).
