Then you're doing it wrong.  With cable card tuners there is no scan.
The mapping between virtual channels and frequencies/program ids is
handled by the cable card using information broadcast on the cable.

You should create a new video source for the prime.  There's no need
to disconnect your current tuners before you lose QAM service.  Since
they won't be using the same video source, there won't be a conflict.
