Charter's policy, at least according to their site, is that "digital 
basic" is Copy Freely.  In St. Louis I indeed get all my subscribed 
channels (expanded basic) via a HDHR Prime + CC.  Do not expect to be 
able to tune premiums.  However, the same page says "CCI values are 
carried along with digital content streams from our systems and are set 
on a service-by-service basis", so, as you say, the flags vary between 
regions.  I believe my STB's diagnostics had a page that showed the 
flag, so it may be possible to determine in advance what you'll get. 
One may also try using the STB's Firewire output as they are supposed to 
respect the same CCI policies.
