Kevin—

I completely agree with Joseph.  Even though I was on RCN instead of Comcast, the first cable card they issued appeared to be setup with RCN correctly, but I was not able to tune anything.  They suggested I swap out the cable card, so off to RCN office I went.  I swapped out cable card, went home and plugged it in, and it worked perfectly.  So, either it was a failed pairing or a defective cable card, and the replacement card and process addressed the problem from there on out.
