That's not the only place they've done better. Last summer I read this book:

which describes the digital transition in various countries. Usually the US is hands off and Canada is interventionist but in this case the approaches were reversed. The US came out of the transition with good digital broadcast coverage across the country while Canada let the market sort it out and has ended up with very poor digital coverage outside of the major centres.

It's a pretty good read if you're into accounts of arcane government policies. And who isn't?
