There are lots of potential approaches which is bamboozling me a little, 
with lots of helpful posts on various aspects, thanks guys.

One simple variable seems to be the type of monitor - either it can be 
powered off with no risk of ill effect - or it can't, which then makes 
it all much more complicated.

The type(s) of remotes used also makes it challenging. (IR, CEC, USBRF, 
WiFi...) Does one want WOL to work?

I've decided to pause and take some power use measurements using a 
digital ammeter and also a proper power meter in series, including 
comparing how accurate a ammeter is measuring a reactive load compared 
to a real meter.
