I was thinking about getting the monitor to power off the PC not the
other way around, would just need to see if wake on USB would work!

Then I thought... hmm, hdmi has a 5v supply (I think) "can't I just use
that with a bit of circuitry?"
When power is present pulse the power button to initiate boot
when power drops, wait a bit 10 mins? and pulse the power button again
to shutdown/hibernate. (10 min wait is case you turned it off in error,
depends on boot time)
I did think of just removing the power to the pc altogether its a sfe
only so it does not matter too much.
