OTOH the OP says it only occurs at the start of LiveTV or recordings.

When playing ts containers sometimes take a few moments to "sync" to a
keyframe. They are designed to be started anywhere in the stream, but
I certainly find they can be a bit gltchy when diving in. Could it be
this that you are seeing?
