I can: just restarting ntpd doesn't help, but the fix proposed in that
link worked for me:

/etc/init.d/ntpd stop; date -s "`date`"; /etc/init.d/ntpd start

This fixed the cpu load both in my mythtv box as well as in
another, non-mythtv machine running mysql.
