If it doesn't have an amplifier, the terrestrial aerial will probably 
show as a short circuit to DC, while the Sat won't.
But the obvious option is "ask the landlord/letting agent" - as a 
landlord myself, I'd rather a tenant ask than start messing about 
with the services, potentially screwing them up.
