I had 'partial lock' reports when I was trying to set up a dvb-t2 tuner 
that I was able to cure by writing network and transport IDs into the 
dtv_multiplex table in the DB.  There didn't appear to be any other way 
of getting them there.  Obviously this isn't exactly your problem but it 
sounds similar.  Try mythbackend -v channel and see Ticket #10217 or
  http://www.gossamer-threads.com/lists/mythtv/users/499138#499138.
