Could you explain a bit more about what you're going for?  NTSC hasn't 
been useful for broadcast in the US for almost two years now, and using 
a PVR-150 to record off a broadcast DTA is just foolish.  Either you're 
in Canada where NTSC is still common, or you've been recording analog 
cable.  We need to know what you intend to do before we can recommend 
hardware.  There are significantly cheaper ATSC tuners than the 
HVR-1600, but those are cheaper since you wouldn't get a hardware 
encoder for use with analog cable or STB capture.
