Rob has already mentioned how to ensure you get the most-important 
recordings, first (make sure "Reschedule higher priorities" is disabled).

If you insist on having "Reschedule higher priorities" enabled and still 
want MythTV to schedule with foreknowledge of when it's allowed to use 
the tuners, then the best solution is to use custom/power recording 
rules.  You can even add the entire clause (such that you only need to 
change the title of the show) to the mythfrontend custom rule editor by 
hitting "Store" once you've figured out exactly what you want.  Then it 
will show up as another "Rule Type" (or whatever--where the built-in 
example clauses go).

Note, also, that with this approach, MythTV knows when it can use the 
tuners, it can schedule as perfectly as is possible within the usage 
constraints its give, no direct database nor raw XML listings data 
editing is required, and you can still use things, like MythWeb, to show 
what's on even during the "blackout" periods.

The same video source qualifications would apply if you want to apply 
different blackout periods to different tuners--you'd need a separate 
video source for each separately-applied blackout period, but then could 
just check channel ID in the custom rule when checking starttime/endtime.
