No, you can't.  The master backend has a sanity check in the scheduler
that requires a source be configured with at least one channel, and
connected to an input.  It doesn't care where that tuner card is located,
it just assumes if you have no usable source, you screwed something up that
should be resolved before you can continue.  Unless you have altered your
code to remove that check, you cannot be running a backend without at least
one card configured on some host in the database.
