Not for me they are not.  Both in the frontend an on MythWeb I
regularly set sports programs to start more that 60 miinutes late, so
that the recording starts just before the 'kick-off' or whatever.

Maybe it's a Theme issue?

What Theme and what version of MythTV are you using, and where/how are
you setting the overruns?
