Not all video files on Youtube will support VDPAU.  The video must be 
encoded with h.264 (as opposed to VP6 or Sorensen Spark).  This video, 
for example, works for me with the settings you posted previously:

However, at least on my system, Flash is too buggy to be usable with 
VDPAU enabled, so I leave it disabled, and watch the lower resolution 
versions of the videos.  YMMV.
