And the correct ones are? I thought I had the correct hvr4000 files but the remote is seriously laggy, any improvement would be very welcome.

Although I notice the lag is worse in Arclight than any other theme so I'm sure that's not the whole story...

For older kernels (OpenSUSE 11.0) I used the one from linuxtv.org http://www.linuxtv.org/wiki/index.php/Hauppauge_WinTV-HVR-4000 but when I upgraded to OpenSUSE 11.2 I had to make it myself using irrecord.
Newer kernels treats this remote as an input-layer device wheras older ones does not IIRC.

If you fire up irw it should be quite easy to see if lirc registers key-presses or key-releases.
