[mythtv-users] Second broadcast is recorded instead of the first. Why?

Actually, what's causing this to happen /is/ the priorities you've given 
to things that are not recording rules.  If the only priorities on your 
system are recording rule priorities (and no channel, input, or other 
non-rule priorities), it will do as you desire and record episodes as 
soon as possible.

Note, also, that the setting:

Reschedule Higher Priorities
Move higher priority programs to other cards and showings when resolving 
conflicts.  This can be used to record lower priority programs that 
would otherwise not be recorded, but risks missing a higher priority 
program if the schedule changes.

may come into play, depending on the specifics of what's happening.
