Passive / Active scan setting is setup on the card in mythsetup.

capture card -> %pickYourCaptureCard% -> DVB Type card -> Recording
Options -> Use Your DVB card for Active EIT scan.

obviously if you have a dual tuner, you have two cards setup here (one
for each tuner on the physical card) and there are known issues (at
least on some cards - such as the nova-t500) having both tuners on a
single card completing active scans.
