I've had exactly that problem for a long time. It appears that there's
a problem with the Nova-S-Plus cards, related to 22KHz tone switching.
I haven't found a solution yet. One suggestion on the web is that the
cards tend to partly fail after a while, and lose the ability to tune
multiplexes in the 'Hi' range.
