It nearly always means to do what it says in the message - rescan your 
transports. In this case, it particularly means, a required channel does not 
appear in a specific multiplex. This usually means that (i) the channel is off 
air at the moment or (ii) the broadcasters have moved it to another multiplex, 
the second being more likely.
