Basically true, but in many cases the beta versions come before the release 
candidate.

Not that I would hold up Microsoft as an example of anything but greed, but 
their RC certainly came after many months of public beta.

Certainly following the dev and commit lists would make for a better "RC" 
experience, but it's not necessarily mandatory, but if you're not reading 
those lists I'd be careful about posting problems that are likely to be 
addressed on the lists.
