I believe 11% is the minimum.

echo ondemand > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
echo 11 > /sys/devices/system/cpu/cpu0/cpufreq/ondemand/up_threshold

echo ondemand > /sys/devices/system/cpu/cpu1/cpufreq/scaling_governor
echo 11 > /sys/devices/system/cpu/cpu2/cpufreq/ondemand/up_threshold
