Yes, that's during installation, but that's nothing different than needing
to pass a reiser argument, or jfs, or xfs argument in order to use those
filesystem types, which is nothing different to what Fedora has been doing
for years (by default, you get ext2, ext3 filesystems and that's about
it).

Once the OS is installed and booted though, there's nothing to stop you
using any type you like for subsequent filesystems, so long as you install
the appropriate packages first.
