It may depend a bit on what new frequency assignments the station got.  
VHF propagates farther than UHF.  Also, for subscribers on the far side 
of mountain ridges, knife-edge refraction can be extremely 
frequency-dependent.

I think a lot of places also chose to close translators rather than 
upgrade them.
