Yes, that's the conclusion I have reached.

I intend to submit a bug report to Hauppauge, but have one more test I
want to run first.  Both of my STBs are DCT6200s.  I'm going to borrow
a DCH6200 from my parents and try it.  I don't expect it to make any
difference.
