That's the normal amount of time required to generate a thumbnail, but...

If these "new recordings" are still in progress, then what you're seeing
is completely normal--it's generating a thumbnail on demand because you
scrolled over the recording and mythfrontend requested a thumbnail.
If, however, the "new recordings" are finished recording and you're
using -fixes the fact that it actually needd to generate a thumbnail is
the problem. Myth automatically generates a thumbnail image for every
recording once the commflag job completes (or if commflagging is
disabled, once the recording completes). Then, it only regenerates the
thumbnail when something about the recording changes. This usually
happens when something messes with the DB after the recording finished
or something messes with the file after a recording finishes (such as a
user job). The whole purpose of automatically generating these
thumbnails is to prevent this slow-down in scrolling through the Watch
Recordings list.
If you're using trunk, however, it's all because you're using a work in
progress. (I.e. there are known issues with displaying previews in
trunk with certain system configurations.)
