Here's what you are looking for:
http://svn.mythtv.org/trac/log/branches/release-0-21-fixes/

Looks like there is a little bit of everything.  In an ideal world,
all the changes to the 0.21 branch would be listed here:
http://svn.mythtv.org/trac/query?status=closed&group=resolution&milestone=0.21.1

But in reality, there are some changes that get committed without
tickets, and other changes that have tickets which aren't marked with
the 0.21.1 milestone.
