I'd first run a few mythtv recordings (mpegs that had the problem)
outside of mythtv, preferably on a different machine, using mplayer or
vlc, to see if it's a recording or a playback problem.

If it runs fine on another machine then the recording part is fine and
it's a playback problem on your new PC. I mention using another PC
because the problem could be in ALSA or driver of your card and not
MythTV, and you wouldn't know it simply by playing outside of Myth on
the same PC.

If it's a playback problem, the problem still could be outside of Myth
- so take those same recordings and play them back outside of Myth on
your new PC

If it looks like a recording problem, you might capture the recording
device with mplayer and watch it a while to see if you have a problem.
Might take you a while to watch, I don't know how often the problem
creeps up.
