Have you considered using a PCI riser card? These are for cases where 
the card is fitted horizontally.

Otherwise, have you considered using a hacksaw? Just cut the backpiece 
off at the top of the card or thereabouts. If necessary, cut the off-cut 
down some more, and drill holes through the backpiece and offcut and 
bolt them together again, just shorter overall. ...(Unless there are 
outputs in the off-cut section, of course!)
