I think, since they gave a huge gift to the TV manufacturers by  
mandating that everyone comply with a mandatory cut-over date, that  
they figured they had to slip some kind of kickback to consumers to  
keep us happy.

I plan to get a converter as a cheap way to test if I can receive  
digital TV at my location.  Within 10 years I suspect they'll seem as  
obsolete as UHF block converters do now, though.
