Already been stated but I will second that dyndns.org works great.
Have DSL via my Linksys router and use that to connect to dyndns.org, as
stated.
Further, I also have cable (Rogers) running on an XP box and use the
program "DNSerSvc" as a client to obtain and publish the current IP.
Price of dyndns.org is free, rock solid and I've been using it for years
since another company (Deerfield was it?) decided to charge. They even
have an alert option so that if there are times when their services are
down they will email you (so that you don't have to waste time wondering
was it you or the service?)
As far as "security" - well they are merely redirecting the IP so the
security is all up to you and your router/web server etc.
(The ONLY caveat I am aware of reading is that for either TZO or
dyndns.org, there was something about certain domains (under their
umbrella) being banned via access from China - not that this fact should
have a factor but for anyone wanting to host a webserver and want int'l
exposure you may want to review this).
