0.20 handled things very differently, so invalid TZ configuration really
just shows up out of the blue with 0.21 (or, should I say, "with 0.21
and the start of DST?").

I'll let you decide; though a report of this fixing it for sure (from
anyone who's willing to try) would be good for all the others.
