First of all, your syntax is improper for irsend. If
you're just testing, then use a single key like 1,2,3.
Also, you don't have a device specified in irsend. So
you should have or whatever your output device is

#irsend --device=/dev/lircd1 SEND_ONCE blaster 1

Also, open up your lircd.conf file and make sure that
you have the name as 

begin remote

  name blaster

If you see something different, you'll want to change
the blaster in the above irsend command to what the
name is in the lircd.conf file.
