I simply use the

options ivtv ivtv_first_minor=2

in my modprobe.conf so that IVTV always uses the /dev/video2 device first
leaving the /dev/video and /dev/video1 for my two DVB cards no matter what
order they are detected in.  I could never figure out the UDEV crap.
