Not necessarily. To be able to send IR signals, the device needs to
have an IR led soldered on board, this costs only a few cents, so
very often the maker will include it in their receiver, but it's not
garanteed.

Wow, this is a very good looking IR revceiver, but looking at the
specs, it doesn't look like it includes a IR sender. You might want
to write to the iMon User Forum for a definitive answer
