Phil,
Forget about ati. The fglrx driver ignores modelines, and the open
source radeon driver broke interlace in the latest versions (ie the
one in ubuntu gutsy). I still have some tv output using my vga->scart
cable because my tv works with a progressive 290 lines mode.
