Sounds to me like it could be an issue with ivtv.  Those hardware
specs should be more than enough to encode and playback without issue.

Try this:
echo /dev/video0 > /tmp/test.mpg

Let that run for a minute, then kill it with ctrl+c     Then try to
play that video with mplayer.  Is it still choppy?
