So answering my own question, yes, this has been discussed on the DVB
lists, and they seem to have found a bad patch, which has been reverted
on May 3rd.  I don't know when the correction will make it into the
mainline kernels.

This went in as part of 2.6.20-rc1, so 2.6.19.7 should be the latest
good kernel.

Hopefully the DVB people will get this into 2.6.21.x; I want to try the
tickless scheduler.
