Hi Claude -- On my FC6 system the permissions are:

[mythtv at brivo1 ~]$ ls -l ~/.mythtv/lircrc
-rw-rw-r-- 1 mythtv mythtv 5420 Mar 25 10:19 /home/mythtv/.mythtv/lircrc
[mythtv at brivo1 ~]$ ls -l /etc/lircd.conf
-rw-r--r-- 1 root root 2857 Mar 17 22:38 /etc/lircd.conf

The remote is functioning fine...
