They have the authority you give them--when you buy the house, you agree
to the various covenants and restrictions of the HOA. Those
restrictions can be changed, but it usually takes a pretty strong
majority of the HOA members (that is, your neighbors) to do so. They do
typically have the authority to impose fines, and if you don't pay, they
have the power to place a lien on your house until you do (though they
have to go to court for that).
There are plenty of homes that aren't part of a HOA, even in suburban
areas, but it seems that in recent years, any new housing development
has one. I'm not fond of them, but I haven't had any trouble with mine
to this point.
