I still haven't heard back from Verizon, so I'll be giving them another call
today.  However, yesterday I hooked up my AverTV HD card straight to the
Verizon coax (FYI, Verizon FIOS TV in the Philly area is IRC QAM256), and
I'm able to get all the locals, both SD and HD, in the clear.  So the DRM
bits are something the set top box is enforcing (i.e. not passing through),
and the signal isn't actually encrypted.
