It's out of there. I replaced it with a Kworld Global Terminator.

I replaced #17 with another card. It's about 2 months old so I don't know
what it's problem could be. After following the guide to setup the Kworld
Global Terminator, I realized the problem with my audio going out on the
card in 0.19 may have been due to card automuting. I added this to my
rc.local.
/usr/bin/v4lctl volume mute off
/usr/bin/v4lctl setattr automute off
/usr/bin/v4lctl setattr mute off
I may need to setup a cron job to periodically run these commands as I
don't get around to watching the programs for several days and I could
have 10 -15 programs recorded with no sound.
I'll pop #17 into a spare computer to see if I get the same problems. So
far so good. Now I have too many tuners and not enough time to watch all
the recorded program. Thanks for all the help.
