Here card #17 seems to be having problems tuning, which will likely
break LiveTV...

You need to look at the slave machine containing card input #17 as
this seems to be the culprit. I would temporarily disable that card in
mythtv-setup input connections and that machine's slave mythbackend
process, and then restart the MythTV network, MBE first, followed by
the slaves. Then check on your frontends that you can successfully
fire up LiveTV, and then change amongst your available cards using the
'Y' key.

That's good news, as it means LiveTV can work, if given the chance -
and it most likely card #17 is causing all the trouble.

At this stage, card input #16 is successfully recording.

Please check card #17 are let us know if it's working. Test it outside
of MythTV and ensure it is correctly configured in mythtvsetup.
