This can be caused by the BIOS running SMM code and by ACPI issues,
amongst other things. Before binning the board try the following:
 * Check for a "Legacy USB support" option in your BIOS and disable it.
 * Try experimenting with acpi=noirq/acpi=off boot options
 * Check dmesg for useful tips. If it says "If you got timer trouble,
try acpi_use_timer_override" then give it a shot.
